Classification: Class C Controlled Substance

Anabolic steroids are classified as Class C controlled substances under the Misuse of Drugs Act 1971 in the United Kingdom. This places them in the same legal category as benzodiazepines, ketamine, and gamma-hydroxybutyrate (GHB). Class C is the lowest category in the UK’s three-tier classification system (A, B, C), but this does not mean the substances are unregulated.

Personal Possession

It is legal to possess anabolic steroids for personal use in the UK. There is no criminal offence for having anabolic steroids in your possession provided they are for your own use and not intended for supply to others. This means an individual can legally purchase and possess anabolic steroids without facing criminal prosecution, as long as the purpose is personal use.

This legal position distinguishes the UK from many other countries. In the United States, for example, possession of anabolic steroids without a prescription is a federal offence. In Australia, personal possession is also illegal without a prescription. The UK’s approach is comparatively liberal on the personal possession question.

Supply and Intent to Supply

While personal possession is legal, supplying or distributing anabolic steroids to another person is a criminal offence. Under the Misuse of Drugs Act, supply offences include selling, giving away, sharing, or distributing anabolic steroids. The maximum penalty for supply of a Class C substance is 14 years’ imprisonment and an unlimited fine.

“Intent to supply” can be inferred by authorities based on circumstantial evidence such as possession of large quantities, possession of packaging or labelling materials, digital evidence of sales activity, and financial records consistent with dealing. Possessing a personal supply for your own cycles is different from holding quantities that suggest distribution.

Importing and Exporting

The Misuse of Drugs Act was amended in 2012 to make it an offence to import anabolic steroids by post, courier, or in person if the purpose is supply. Importing for personal use is technically legal, but border agencies have the power to seize shipments and the burden of proving personal use falls on the individual. In practice, international shipments of anabolic steroids are frequently seized by UK Border Force, and proving personal use after a seizure can be difficult.

This is one reason many UK users prefer to purchase from domestic sources that ship within the UK, avoiding the risks of international customs interception entirely.

Prescriptions

Anabolic steroids can be legally prescribed by a medical practitioner in the UK. Testosterone is commonly prescribed for hypogonadism (clinically low testosterone) through the NHS or private clinics. Prescribed testosterone products include Sustanon 250, Nebido (testosterone undecanoate), and various testosterone gel preparations. A prescription from a registered medical practitioner makes possession and use of the prescribed substance fully legal.

The Distinction Between Possession and Supply

The critical legal distinction in UK law is between possession for personal use (legal) and supply or intent to supply (illegal). This distinction applies regardless of the quantity possessed, although large quantities may be used as evidence of intent to supply. If you possess anabolic steroids solely for your own use, you are not committing an offence. If you give, sell, or distribute any quantity to another person, you are committing a supply offence.

Driving and Anabolic Steroids
